Lack of budget and resources is the most significant barrier to an effective online measurement strategy, according to 57% of companies surveyed. This is now more of a problem than last year, increasing by 12% from 45% in 2009. Just under a third of companies (30%) are hindered by their siloed organisation or lack of coordination.

The lack of strategy is a significant barrier for 26% of companies, and this issue has decreased in significance since last year. Only 6% of companies say poor technology is a problem, providing further evidence that technology is becoming more reliable. The biggest factor cited as a barrier by agencies is the lack of understanding by clients.
